Important Notice to the Algerian Community in the United States - Change of Residence Certificate (CCR) – Finance Law 2026

The Embassy of Algeria in Washington, D.C. informs Algerian nationals residing in the United States that the 2026 Finance Law introduces important updates to the conditions governing benefits related to the Change of Residence Certificate (CCR), including transitional measures.

🔹 Key Updates

Under Article 127, Algerian citizens duly registered with consular services may, upon their definitive return to Algeria, import the following items with exemption from customs duties and foreign trade control formalities:

  • One passenger vehicle (electric, gasoline, or hybrid) with engine capacity not exceeding 1,800 cm³; or
  • One utility vehicle for the transport of goods (maximum gross vehicle weight of 5.950 tons); or
  • One two-wheeled motor vehicle subject to registration

📌 Vehicles may be either new or no more than five (05) years old at the time of entry into the customs territory.

Diesel-powered vehicles are excluded from these benefits.

🔸 Transitional Measure
With regard to diesel-powered vehicles, this measure remains applicable until June 30, 2026, provided that the vehicle was acquired prior to January 1, 2026.

🔹 Total Authorized CCR Value (Personal Effects + Vehicle)

  • DZD 8 million for students and trainees
  • DZD 10 million for other citizens
